VENEZUELA AND ITS ELECTORAL SYSTEM AUTOMATED

Before Blanca Ibáñez destroy the national game of horse racing (known as 5 Y 6) to convert the income of the NATIONAL INSTITUTE OF RACE (INH) in its "petty cash" personal, Venezuelans can that we were not at Mass every Sunday, but no one left to seal the box provided horses for the day.

Initially, the table (name the "burrólogos" gave him the bet slip) should be completed in handwritten form (Paradoxically in Venezuela reportedly illiterate) and eventually added to the 5 and 6, an additional set known as the marker. The score was the preamble to the automation of this system of gambling. Unlike traditional racing game, the scoreboard played a few small tables filling bias were right on the bottom of the form. Not involve additional expenditure to game 5 and 6, and incidentally was awarded in monetary form. This game was to hit the top 5 of the last race (the sixth) and in the order in which the horses had reached the goal.

Well, not quite ALI KHAN giving the order of arrival the first 5 horses on the scoreboard, when thanks to the magic of the automated system will immediately say how many boxes we were right the score and how much they had won those who matched.

Then, as I said earlier, the whole process of races 5 and 6 was made by the striped diagonal lines with that, and ALI KHAN not only told us how many boxes had been successful the scoreboard, but also told us how many pictures had successful careers at 6 Sunday event and how many were successful only 5, in addition to the billullos that went into his pocket the lucky winners.

A Although the automation had come to the game's most popular Venezuelan electoral process was still manual. There was a reluctant position by both the authorities and the voters, leave it to something that no one could see, the fate of the country. Unknowingly, we were all Venezuelans, as it were, the faithful followers of the doctrine of St. Thomas, seeing is believing.

And yet, and that the results of an election manual, were known by all Venezuelans just about 3 or 4 hours after completion of the electoral process. I remember that, once the process is officially closed at 4 PM, radios and TV channels were free to make their projections, once the Supreme Electoral Council (CSE) give his first ballot shortly after 6 pm. In other words, Venezuelans we went to bed on Sunday almost certainly knew who the next president of Venezuela. In the next 2 days are tuned to the numerical data and indicated the number of seats obtained by political parties.

On one particular situation in the pages of Ripley's, now Venezuela has electorally with a fully computerized and the data is immediately transmitted by microwave, fiber optics, etc. (Once you have done the scrutiny in the corresponding tables) to the Constitutional Chamber of the CNE, but the results are known in part (always partial) very nearly when the roosters are about to sing.

This is apparently lost on the international witnesses, but for those of us players small square of 5 and 6, we are not convinced. The outcome of U.S. elections where Obama won the Democratic candidate, was known to Americans the very night of November 4, despite having the country with four time zones, a system of indirect election and scrutiny ( largely manual) of more than 150,000 polling stations, processing more than 121 million votes.

Somebody please explain, how we already have a satellite in space and yet it seems that we are doomed to never be able to know election results "irreversible" in a logical and reasonable time.

HOW TO VOTE ON THE BOLIVAR STATE REGIONAL

regional elections in Edo. Bolivar there are 11 municipalities and in each the number of number of seats to choose varies.

Well, that's the map cachicamos CNE. Do not worry, Bolivar State is limited to the south (for better or for worse) with Brazil and not to the sister republic of COLOMBIA. Then the right map:

8 positions are elected in the municipalities CARONI , FATHER PETER CHIEN and IRAP .

6 positions are elected in the municipalities CEDEÑO , HERES and SUCRE.

5 positions are elected in the municipalities EL CALLAO, GREAT SAVANNAH, RAUL LEONI, Roscia and Sifonte .

How do you vote?

For in all municipalities (without exception) 3 tables we find tabloid, which have the characteristic of touch type. That is, the mere touch of a finger across the screen area is understood as an order or command selection.

Depending on the municipality, the information in the tables varies, but the formation of which is essentially the same. That is, in the first 2 tables show the different groups that AUPAN or support candidates for Governor, and the different alternatives LEGISLATORS TO THE LEGISLATIVE COUNCIL State Authority (both legislators chosen by List and those named expressly ie NOMINAL). At the bottom of the second table (part bottom of it) shows the different candidates for the position of indigenous representation at the Legislative Council State concerned.

These 2 tables have the first identification in the upper right paragraph 1 and letters to (for first) and b (for second).

This is the first table Caroní Municipality for the election of Governor and Legislators:

This is the second table Caroní Municipality, for the election of governor and lawmakers, including the choice of representation Indian law:

In the third table, there are only candidates aspiring for the post of City Hall for the municipality. The third table is identified as the 2nd .

And this is the table for the mayoral election for Caroní Municipality:

Once you have passed the checkpoint only (in the State. Bolívar no fingerprint machine) in where you will verify your identity in the book from the table and asked for your signature, you will vote.

Once you are off the 3 tables and the voting machine, you have three options alternatives or opportunities to exercise their right to vote.

The first is that EVERY VOTE NULL for elected office. If that is your decision, you simply go directly to the voting machine and print the voucher option and press VOTE. Now see the information you have not chosen NO CHARGE. Additional options appear SELECT and VOTE. You simply press the button again to vote and their right to vote (in this case NULL TOTAL) will have been exercised.

The second option is to VOTE NULL for any charges. In this case, you must go with his finger marking the oval located on the right side of the representation Card of the political party of your choice. As you get to see, that the unit is bullshit. What too many political parties are desperately seeking to make him see the potential candidate for governor that they are the country's political future alternative.

aside our political dreamers, you should mark the ovals for the governor, a legislator list vote, X legislator roll call votes, according to the county (they vary), a roll call vote indigenous representative and nominal vote for mayor. In the understanding that as you select left exprofeso or mark one of the options to a particular office, when you dial in the machine VOTE button, it immediately appears on the screen the information that you have not selected ... ONE OR MORE CHARGES and options selected and VOTE. You can press the Select and the machine will reset for you to complete or modify the previously selected options. You can also directly press VOTE button and you will have exercised their right to vote.

The third alternative is to VOTE FOR ALL OPTIONS allows your municipality. You will then be playing with any of your fingers (the screen is a fingerprint, believe me) the candidate governor of your choice, the party list vote legislator that you want (need not be the same choice of ruler card) different roll call votes of legislators who are to your liking (the same can be crossed, is ie the government can choose legislators and lawmakers of the opposition), the Indian representative to the legislature to his liking, and the mayor of the municipality. If during the multiple choice you get to make mistakes, just go and press the right choice of their choice and the latter will supersede and replace the wrong choice. Once you are sure you have selected the boxes to your liking, you can then press the option VOTE. Tight

VOTE button, the machine will proceed to print a receipt for voting, which I consider very healthy and recommended that it be reviewed thoroughly, and once you are sure that the ballot reflects your choices, fold and place in the existing box for that purpose.

After exercising the vote shall be placed in the line of the book where his name seal and was VOTED dip an index finger in indelible ink.

Done. You not only met the country and yourself. You met your family and your future offspring. With that simple act, you have been left as an inheritance to their children, grandchildren and great-grandchildren an open door to the perfectibility of Venezuelan democracy.

And, as I'm sure I would have said the unforgettable RENNY Ottoline:

ON BEHALF OF ALL, THANK YOU!

VOTE OR BOOT

That's the dilemma. And we have it clearly. Stay home next Sunday is criminal. It's like hitting Mom on Mother's Day. Indifference is not neutral.

Silence sometimes cries too, stuns, rumbles and ashamed.

Be prepared for what lies ahead: long hours, opportunism, provocation, irregularities, referee bias samples and more. Do not worry, we're accustomed to running at a disadvantage.

always the case when the standard is arbitrary.

However, even with everything against them, when people decide to talk, to cry foul-mouthed ceases. Last year's elections are the proof. As

if this were not enough, it should be clear also that the idea is not to win the majority of governors and mayors, but they are necessary. You know what. In places where the opposition is not united, you attach it with your vote.

Give a lesson to anyone who believes they should be granted.

Never forget that the voter is king.

This Sunday is key to the future of Venezuela.

not vote to use force to change our fate would be the very "autosuicidio." Vote for your children. If you vote today, they grow in a country where one day may be candidates.

never Vote for anyone else death threatens you think differently. Rate

dignity, so that no one will mind the mother on national television. Vote to show that the fate of your country is not you are indifferent. Cola league there, hopefully it costs us who have morrocoy operation. Although all the opportunism official launch, voting, because it will be more clearly your determination. It is clear that there are no threats, tanks, or militia that can stop the will of the people. Not convinced with guns. May the force of peace be with you: Against the boot rate. 23N

VOTE IS IT WORTH?

There is a joke that, in its occurrence, involves a moral condemnation increasingly widespread. A friend, marveling at the ability of analysis, synthesis and speech of a fellow, he goes and asks: - What you have not thought to embrace a political career?

To which the friend questioned replied: "No. I always liked working.

This, and expressions like politics is the business of those without jobs or I do not interested in politics are now part of many of the arguments that ordinary people express when they play the theme policy. This clear rejection of the common man is merely the product of disappointed by the customary deception has been the victim for breach of promises made in a cheerful ( demagoguery ) for those characters in public life all identify with the word political.

But is it possible that humans can ensure that it is unrelated to political events and that his life will follow the same reason, no matter what the economic structure, legal and social-religious touch you live? The reality is no. Aristotle in his essay on politics gregarious nature made reference to the human being and their ability to express their feelings, desires and ambitions through the voice. The village, commune, town, they were only structures that formed as a result of the interaction of different members who were living within these groups and the positions of power, submission or servitude it took place among its members. Aristotle calls these structures Polis and defines it as the quintessential model of an ideal life of civilized man. Pretending to live outside the Polis was subhuman. Because before you understand the Polis as a territorial extension, Aristotle sees the polis as an account of welfare that integrate harmoniously under one management framework justice, the interests of the individual human being and the State, as the binder and manager of public interest. It's where the word politics is derived.

For modern man politics is the mechanism by which ordinary citizens seeking access to public goods and services through the depiction of the social leaders, leaders of these, all identified simply as political. For the leader (politicians) can achieve this objective, it is necessary to build an ideological framework through which sets the rules and restrictions that allow access to power and from which can be distributed on a fair and equitable, such public goods. This structure is what is known as the institutions or political parties.

What are these public goods and services that citizens expect from their leaders representing? As are all those who have the right of citizens of a country. Among them one can cite:

-Education (School System).
-Health Service (Medical care, social security).
-Public Safety (Policing).
-Social Order (Value and obedience control policy for a peaceful coexistence).
-Justice (Courts and their judges).
-Paz (not belligerence and conscientious objectors)
-Defense (Military or professional force.)
-Environmental Protection (Management of non-renewable resources).
-National (social identification).
-Patriotism (national pride).
-public infrastructure (roads, aqueducts, sewage, public buildings, etc.).
"Redistribution of wealth (tax policy).
-alternation in power (political pluralism, electoral system).
-economic growth (financial guarantees)
-Property (Management and disposal of personal property).
-Transit free country.
-law to travel abroad and return.
-Right to information.
-law to work.
-law to strike.
-right to organize.
-law to the meeting.
-Right to freedom of religion (religious plurality).

How do you ensure that ordinary citizens can access these and other public goods? For through citizen participation. In societies in which the leaders and the decisions they make are the result of a share shy (low) of citizens, the greater the likelihood that the actions taken by elected leaders tend to favor interests private or public interests of small groups, contrary to the spirit of democracy, where the system seeks to satisfy as many people as possible. And how involved a citizen? Then through the voting mechanism. To the extent that the rulers are elected by the greatest number of citizens, the greater the pressure that these voters may exercise for the leader is forced to make collective decisions that are binding to the majority vote and not to an aristocracy or oligarchy .

is therefore important to understand that, depending on the political ideology of the government of the day, access to public goods can be limited restricted or even prohibited. That's why the common man can not define himself as apolitical, it is denying their inclusion and participation of the enjoyment or otherwise of such public goods. Please cite for example that this government have changed the symbols, was delayed when the country's national and even tried to restrict and limit the name we give our children, through the enactment of a law of life brief, and all without that country's citizens could participate or give their opinion. Other changes to the Venezuelan democracy, as a result of the new ideology of the dominant political group, which is the elimination bicameral system in Congress, extending the presidential term from 5 to 6 years and the possibility of immediate reelection of the president. And while these changes are part of an election called to approve the creation of a People's Assembly, the reality is that the abstention rate was large enough to understand that the outcome of these elections does not represent or satisfy the greatest number of people Venezuelan population.

Seeing all this, one can conclude that the participation of the citizen rather than a right, rather than a duty, it is an obligation. How else, tomorrow tell our grandchildren that the world they live, the world they have left a legacy, it is not our responsibility, because we did not get to participate (we had no voice or vote) in major decisions for the future of the country? How do you explain that we prefer to leave to free will the quality of the country who came to the world, rather than trying to straighten or influence its course?

And if the argument is that politicians are nothing but a bunch of liars, manipulative, opportunistic, corrupt, thieves and a long list of amorality and lack of principles and values, I think it is worth bringing up to Scottish philosopher David Hume , who at the beginning of exposure (In 1741) on OF THE INDEPENDENCE OF PARLIAMENT (p. 388) said

"... to develop a system of government and set the various checks and safeguards of the constitution, it must be assumed that all men are a villain and has no other purpose in their actions to self-interest. By this interest we must govern, and with him as a mandatory tool, despite its insatiable greed and ambition, to serve the public good " .
